The Center for Educational Networking (CEN) is an Individuals with Disabilities Education Act (IDEA) Mandated Activities Project of the Michigan Department of Education, Office of Special Education and Early Intervention Services (OSE-EIS). As a statewide education information network, CEN provides products and services that assist education stakeholders to improve outcomes of ALL Michigan students.
Improving the educational outcomes of students with Individualized Education Programs (IEPs) is a CEN priority. CEN strives to:
- Increase awareness of special education issues and resources related to the delivery of programs and services for students with IEPs.
- Provide information and services to impact educational programs and services for ALL students.
CEN offers publications and documents in print and electronic formats that provide information and opportunities to tap into a vast statewide and national resource network.

- Leading Change.
This document highlights the collaborative reform efforts of the Governor's Office, the State Board of Education, and the Michigan Department of Education to attain substantial and meaningful improvement in academic achievement for all students/children with primary emphasis on high priority schools.
- FOCUS on Results.
Guidance and technical assistance documents published periodically to keep stakeholders up-to-date on current changes in IDEA rules and regulations, dispute resolution, IEPs, alternate assessment, transition, response to intervention, disproportionality and over identification, and other topics.
- Michigan Directory of Service Providers for Infants, Toddlers, and Students with Disabilities.
Intended for parents, educators, and other service providers seeking resource information related to the educational needs of children, students, and clients. The directory contains contact information about resources for children ages birth to three with special needs and students ages 3-26 with disabilities.
- Revised Administrative Rules for Special Education.
- Procedural Safeguards Available to Parents of Children With Disabilities.
In addition, the CEN Web site features a glossary, events calendar, news items, links to other Web sites, and publications and documents.
